                 COUCM    A 'forcer Cuban IS officer  who served with  the Cuban
                          Intelligence  Service until  April 1964.

                          Headquarters  Conent.    The  following report  is one of
                          a ceriou coa  aimni  parsonality  information  provided by
                        - tho-ccurce  and includes supplemental  information  from the       *
                          records of  this Agency.



                          1.  Earle P REZ  Friman, pseudonym  GUALTERIO,  was, until
                          rccently, the chief  of the Dircccion  General de  Inteligencia
                          (DGI - General  Directorate of  Intelligence)  in Uruguay.  On
                          his return to Cuba,  PEREZ was suspected  by Cuban  intelligence
                          of having been  recruited by the  United States or  the
                          Uruguayans and while  the investigation  was being  conducted
                          :)=3EZ recided at the Hotel Presider.tV in Habana.   Doubts
                   ,     concerning  him were  caused In part  by the fact that  he
                         appea.rod to be living  beyo'nd his salary both in Uruguay  and
                         in -his previous post  (unknown).  This  led to a discreet
                      .  investigation  on the  part of the Cuban  intelligence  community
                    -  - and ftor  the files  had been reviewed  and a partial
                         investigation  conducted,  the Cuban  intelligence service
                         docic~ed to interview PEREZ.   -It Was discovered, however,  that
                         ha had  already left the  hotel and had  received asylum  in the
                         Uruguayan  -Ebassy; this  was about 11 April  1964.  As a  result
                         of the discovery  of PEREZ'  asylum, all communications   from the
                         headquarters  of the Cuban  intelligence service  to field
