SUBJSCt: Major William MORGAN
1. On h October 1960, a call was received from arry Shallcros
FI Staff, who stated that he had been in telephonic contact with
(x rolin Reid TSD/SAB.03Dr.[Ceid]had reported that a Major Carpenter,
TIom the ofice of ACSI, was requesting a secret writing system from
SAB to be passed to Major William MORGAN. 03Dr. feid)stated that he
wanted to check with- the Cuban Desk -prior to issuing a system, to
insure that this action might not be crossing lines operationally.
2. Dr.Ceid was informed that WH/4 had made known its objections
to the ACSI on any use of MOAGAN approximately six months ago, and that .
the Branch position had not changed. It was still felt that to have any
dealings with MORGAN was a mistake, and that the ACSI was doing it over
the strenuous objections of WH/L. DA}eidsaid that he was very happy
to have the Branch comments, and that they would be passed on to Major
Carpenter.x Dr. Cid~also said that he would base the sensitivity of the
system to be issued on the information provided.
3. Havana Station is being informed of ACSI dealings with MORGAN
by cable.
