                          SUBJECT        : Meeting with Mr. Payliss !hrning and Mr. Horacio Hi Godoy



                              1.  Mr. Jacob  sterline and the undersigned met with Mr. arning  and hr.
                          Godoy from 1500 to 1720 at the Shorehas hotel (oa   3.5 F) cn 14 Septemter
                          1960.  Mr. Mannirg is a professor at Tale Law School.  .tr. Godoy, an Argen-
                          tinian citizen, is a student at the sane school.  Lccording to Yr. mannin,
                          Mr. Cxoy  is devoting his life to the struggle ages-zt totalitarianisa,
                          including Peronism and Co-ima. At Ie he has set up the sIzier Ameri-
                          can Legal Study Group to .-terest students in this fight.  Ar. Yarning

                          1920's) and with Mr. Godoy took a z'ou  of six or seven Aaerican law stu-
                          dents to the recent meeting in Havana of the I-ternational leedee of Law.
                          Mr. Manning has had numerous contacts with the Aiez.cy. He inmvs Mr.
                          Bissell and Mr.  Tr-cy Earres and has met .'r. Schafer, Colonel J. C. King,
                          and a Xr. Marvin O'Connel  (he was not sue of ths  last na.e).  roth h-: and
                          r.  Godoy plan extensive travels in Latin America ceginni^-g next year. Mr.
                          !anning is concerned at the n=-ber of persons fron CIA who have cetriefed
                          him and requested that in the future he have one constar t contact. He says
                          he has given the -sae report to five difftent  pecyle.  Mr. Tsterline told
                          xiftat  wasu      try to :ee to it that the sAe rerson would see him in the
                          future.  Near the end of the meeting Xr. Manning said he wished to make it
                          clear that although he an  Mr. Godoy will gladly c oferate with the Agency
                          neither of them has any intention of becoming a CIA anent.

                          following:

                               technicalities. If certain surface compliance 'ith legal requirements are
                               met they- do not look eneath that surface to find the realities. Thus jus-
                               tice is teing subverted uncer a legn: franewori or facade. They are out
                               of touch with political processes.
