        ).ORANDUM  FCR RECORD:

        SUBJECT:  AY-?AS/1 Trip to Washingto  D.C., 21, 22, 23 March 1961.



        Reservations were made at the Carrilon House, 25O0 Wisconsin Ave., FE 7-UOlO,
        for a furnished efficiency -($9.50 per day single) for Subject beginning early
        Tuesday morning.  $100 was wired to Subj on 20 .arch for travel and expenses -
        she was down to pennies. (The money was sent Will Call to Western Union
        647 Madison A1e.

        Subj was contacted Tuesday AM in Rm 551, and given a long list of suggestions
        for the JMOJ.2 Cperation, with a req.:est to give us detailed sketches of as
        many as she could.  She was provided with a portable typewriter and supplies.

        Subj had brought along additional data on AREVALO a.- CCEUGE;A, as well as other
        items on her trio to Caracas.  She a-so hadanes  of her interviews' with students.
        ,his material was subsequently shown to Mr. Thz- JH/1   Chief, who had e-idenced
        an interest in AREVALO.  The material was also shown to Chief,.WH/CA, Paul CBERST,


        Subject was also provided with copies of Bohemia, Revolucion, Avance, Bohr:ia Libre
        and E& Mundo.  Subj is quite emphatic on the harm one to our cause by  re adverse
        uropaganda put out by our dountry.    ahe has maintained for some months, that in
        part CASTRO's march into the Communist camp was encouraged y Our general propaganda
        campaign.  Her contention is that the Cubans already know there are open sewers
        and garbage in the back yard, and that our constant dunning of this fact into the
        -ears and eyes of the Cubans is simply rubbing salt into wounds. It is destructive
        rather than constructive propakinda.

        By way of illustration, she laid out side by side Revolucion, Bohemia, an= Bohemia
        Libre.  Even without studying the context of the articles, -e visual exanTs
        were obvious.  Cne of her points:  that even illiterates would get a message from
        the human interest photography of ?e-rlucion and Bohemia, while Bohemia Libre
        used primarily mug shots.' (Judging oy the exampies se showed me,, sird
        point.)

        Subj has been asked by William S. BA. ES, Law Prof at Harvard, to work with him
        aad  Horacio ')DOY, Argentine law student at Yale, on one of several pro:ects he
        is undertakir.g in connection with the L.A.States. These include a proposted
        tax reform plan for certain L.A.States. She will get further details finn BARNES
        when she visits Cambridge on Friday, 21 March. BARNES also asked her if she would
        like to work on one of his projects in Washington, D.C. for OAS - she is being
        discouraged from accepting this pbsition.

        Subj was advised that since she had tben unable to return to Cuba, the conditions
        of her proposed contract were invalid. She was informed, however, that we were
        attempting to.arrive at a fair arrangement for paying her - that in the interim
        we would pay al  expenses involved in her travel and activities performed at our
        direction - in addition we give her occasional spot paypnents for information
        received.  A monthly retainer was discussed with( ark kimmon  - approximately
        450.00 a month - since she has no constant source of-income. towever, since she
        vIll he on a salary with BARNES, it sculd appear advisable to hold this amount
        against her future needs.
