AMCOR/2 is presently paid at the rate of $2,500.00 monthly, which covers all costs of preparing the 30-minute daily program carried over (iden). Under this present system, (iden) monthly billings reach KUBARL through a secure mechanism add payments to (iden) are made regularly through this organisation which also provides cover for A/2's operati-ns. 2. Normally, monthly payments include air time, telephone line e-sts, the programming costs paid to A/2, and miscellaneous items which vary from month to month. Unber this system operating costs of the entire effort are paid mnthly by one chaek. Headquarters is satisfied with the 3rrangement which works well with respect to cover and security. 3. Statements by 4/2 that payments to him have been late were confirmed by the president of (iden) who explained, however, that fiscal road blocks which had delayed such payments during 1962 have now been removed. He assured us that A/2 will now receive the same prompt payme:ts afforded members of his staff. 4. A/2 is aware that KUBARK has canplete control over the level c-f his compensation and can exercise editorial control over his program. He undoubtedly remembers that during last year his payments were doereased fr m $3,000.00 to $2,500.00, nn the recommendation of JIAYX. 5. ther is no- qustion of the ability of A/2 to attract and hold an adience. Listener response to his programs has been greater than that of any other single program. In view of his present and potential usefulness, it is recamanded that centrols on A/2 be limited to saporision of his radio program and that no effort be made to restrain his politieal or personal activities unless they tend to discredit him en a radio parsonality and hense destroy his usefulness t.
