KENNEDY ASSASSINATION RECORDS ACT OF 1992 TO : Chief/Research franch/SRS/OS DATE: 30 Deember 1963 FROM : M. D. Stevens SUBJECT: OSMWA CASE 1. Reference is made to the attached copy of an incoming State Department telegram dated 19 Decembar 1963, in coNmtion with the Harvey Lee OSMWD Case (see Tab A). This telegram can= a 1r. and Mrs. DIa--E-SGHIT who appear to have lived in Dallas, Texas, but on 2 June 1963 went to Haiti and have not since returned to the United States. 2. Aeoording to this telegram, the DnMMMMCMM* `ere interrieed at Port au Prince on 19 December 1963 at which time they stated that they left Dallas on p 963) fo Nork n jl; and returned to a for two days near the end of May to make final arrangements for their trip to mi but Old not contaat OSWA=D on their May visit to Dallas. 3. The above referred to incoming telegram makes reference to prior messages of which I have not received copies and it is 1qposible to determine what connection the DE NSCeiV s have with the OSWAlD Case . The telegram refers to the fact that Mrs. DXMMMSCEDB2 believed she saw gun at apartment in Oakleaf, a Dallas suburb. (The New York Times of 20 December 1963, in referring to the arrest of Russell W. McIARy of Dallas on charges of having threatened on 21 November 1963 that he was going to kill Presidd t Kennedy the next day, stated that MoIARVy lives in an apartment house in the Oakeliff section of Dallas, a sprawling area wbere OSWAlD lived. (See paragraph -3 of Tab A). It appears from information in the telegram tbt- the DMDMESCHRIDTs were well acquainted with the OSWAIDs. Mrs. DEMDMREsCHIWXD took Mrs. OSWAD in her ear from Fort Worth to Dallas for dental treatment a week or two after they first met OSWAYI. 4. According to Mr. and Mrs. DEM HRSCHIIDET, they were interested in the OSWAIDs solely in helping them as unfortunate people They named the following persoqk who might have additional information regarding the OSWAIDs: Samue .BALLEN, an. Investment banker in Dallas, to whom OSWAIL applied for a , TheoMtLER and his Russian wife. (See Tb A, paragraphs 5 and 6) Security ices contain no information on BALLEN or MMMLR.
