1. Attached hereto for concurr.enc of -the Director of

disapproval of a request.for use of the Subject.as an vps

2. In early 1960 the Subject, then a 'ar-er Agent, was
proposed £or c.onversion:to staf e ployee, contract emloyee
or independent .contractor, by Office of Training.. T.b . con- -

19U19to ebruary 1960 and -also indicated disapOroval o£ use
of Subject b-y the Deputy Director of Security o.. use o.. ub-
-t- in any of the..aforementioned capacities. The. DDS at that -
time indicated ,Subject would not be annroved for use in any
caoacity were he would have access to official agency insal-
lations. Tab B is a memorandum dated 2 l arch 1960 to tha f-

in any capacity requiring access to oficial installations.
