According to 11OSENK0, the Feventh bepartrent -:as reorgan-
ized in Jurne 1959, and NOSE::I:O's section, which theretofore
had been concerned with operatons against foreign tourists
from all countries, e:as split into t%:o new sections, one
concerned with tourists from t::e United States and the
Eritish Com=cnu:ealth and the otf.er with tourists from Europe,
Latin Aaerica, and all other countries. NOSEURiO claimed
that at that time he was promoted to the position of Deputy
Chief of the American-British. Co-onewealth Section, the
most important section of the Seventh Department.
In September 1958, he claired to have personally recruite!
Gisella 1;APRIS. It was also in 19>8, he said, that he surer-
vised the sexual entrapment of Virgil KRAFT, although Seventh
Department Chief DU3AS made the actual approach. Beginning
in the spring of 1959 he said he directed his agents YEFRe2OV
and VOL::OV in a series of successful entraprsents--DRE11, LUNIS,
1IL;.Y, TAYLOR, and MERTI.NS. NOSu::I:O stated that he also
used these homosexual agents in 1959 in compromising two
American guides at the Soholniki Exhibit, BARRETT and !IILLER-
FORD. Finally, NOSErJIO said, he recruited the Moscow
representative of the American Express Company, FRIPPEL.
NOSENKO claimed that his operational success during 1959
earned him a commendation from the I'GR Chairman.  [He has
since retracted all claims to any awards earned during his
I:Gg service.]  It was bccause of his position as Deputy
Chief of the American-British Co-mnonwealth Section, OSENIKO
said, that he first became involved with Lee Harvey OS'IALD.
VOSENKO asserted that the- recruitment of agents among
foreign tourists was secondary to his department's principal
mission, the detection of Hester:n intelligence officers and
agents among the increasing flow. of tourists visiting the
Soviet Union. In line with that counterintelligence mission,
