Theae is a n.-d to aivestictc the role of L, CIA and thn FM in th,
invesci ation of t.e a .sin.ition of Presideat K.nnedj, and their relation-
ships uith Lee -(arv!y, Os:ald. Since severa agencies had files on'Oawald uhich
caa be chzcked a*lnsc each other, a useful case study of CIA pract icess is
passIble. Thrsv reco:da should shed light on the interception of ;ail -to Russia,
CIA concern about (-and file-keeping on' doaestic'political activitiea, ah othar
queionabie act-ivicies. -
Unc solved questions about the CIA and the assassination include CIA
cove are o Osuald and raybe an iapostor in 'xico City, reports -that he was
S an isoraant, and a contact' with. a U:S. intelligence operative -in' Moscow. This
_o surnirizes the available .record and suggests specific inquiries.
The CIA msled the FBI -about the CIA file on Oswald, and may not have
cooperated .fully with the Marren Cozmisslon (as the FBI and .the Defense Depart-
nent did not). For example, the, CIA may not have told the Com..ission about all
: their records on Oswald's wife or his activities in Naxico. This Meno specifies
docunts.and peopleawho could clarify -the liaeren Cor. ission's work with the CIA
and'th'eir- investigation of these natters.
' The'CIA nay have investj13ted -the_ azassination more thoroughly and longer
than the Co .:ission. The results of the CIA investiat on, and possible actions
against Warren leport critics shiould be clarified for the public. -
Previously unreported evidence presented here is relevant to the reports
that- a- CIA atterpt to kill Fidel Castro riay have bac!fired against Kennedy.
Oswald or an personator, in the coaipany of anti-Castro Cubans, visited Cuban
emigree Sylvia Odio in Dallas and was-said to feel that Kennedy should have been'.
shot,. These men were 2pparently friends of Odio's father, who was imprisoned
in Cuba because of h-is role in an assassination attempt against Castro. Even
without knowledge of this fact, the ilarren Coamission staff considered the Odio .
ircident very important and speculated that it night have reflected a. conspiracy.
The Coralssion's investigation iias quite inadequate - for example, in not checking
out reports of an Oswald loo-alike in Dallas who was affiliated with the same
:.nci-Castro group as Odio's father's co-conspirators against Castro, The CIA's
role in this particular attempt against Castro, and in the disse ination'of
apparently f,+lse -stories tha.t Itobert Kennedy feared that an attempt against
Castro which he had authjrized had' bickfire:d, rust be emined fully.
