Subject claimed he was asked by RIZO (alias Bob SCOT2D to work to try to get the Venezuelan and Dominican governments together so that the latter can be lulled Into a sense of secrity and then attacked. ~ RIZO is hanger around the Venezuelan Consul General in Miami. c. SILVA (YANSFERRERs assistant), PEDRAZA, and yMSFERRER - are air dropping material into Cuba and the Isle of Pines. d. SILVA suggested WMt BELL return to the DR.
