1. Subject phoned me on 25 September to report that a super-
secret meeting was to be held in ashingt-n durin_ the week of 20
September. The conferees w;is.- ,4;f hezT firzncfcr of
the opposition to C.--S2 in Cuba. The purpose of the meetong is to
decide on action to be taken against 0iSTR1.
2. Subject said he was invited to attend by Jorge BEThA3T, one
of the leaders of the group. Also attending will be one i,-1-
Uunez (fnu), who lives on his yacht in Miami. Subjezt said they are
interested in him because of his contacts with the World-Wide Inter-
national Service, the news agency with which he is affiliated. He
said the Cuban opposition does not intend to let C-SMO harvest the
next sugar crop.
3. Subject said he  ould like to attend the meeting, but has
invested so much money in the Cuban matter alre.dy without any return,
that he cannot do so unless we are prepared to uderrite his
attendance. I told him that I would let him know.
/.. In cor.fereoce with C/WE/III, I reconzen'ed that we either
terminate Subject or out him to work. C/f/III and I agreed that he
should be terminated for the followirg reasons:
a. His notivation is obviously to use the -gency as a source
of firancing for his personal business s:heyes.
b. As an American his access to full infor-stion on Cubqn -
revolutionary activities will alvays be =i:nited. This is
borne out b; the fact that his information, while indi-
cating some access, has been incompiete and obviously
-       - second or thL£d hand.
5. On 2 October I talked with Subect bn phone. At that tide he
reported that there is a purchasing mission of the Cuban opposition in
