SUBJECT       :Meetjing with Ing. Manuael Ray

i           1. Ray did not return to Washington until e~arly morning on rriday,
12 May 1961. He called mne at 0700 from the airport. He was unable
to fiat a definite hour for us to got together due to the fact that he was
expecting an~ appointmnut with a person he did not namie some time2~
during the mxorning. He later called a numro of times from the Hcol
Ambassador to dvise nee that he stil had had no word an his appoinit-
ment. At 1145, Mr. Betanicourt called to say that he wasn with Ray
and Eugenio (Rogelio Cisneros) anid could we got together. I siug-
gented they drive out to .o Clarendon Hotel Court on Wilson Boulevard
where I had tak~en a room for holding our meeting. They arrived in
Mr. Betancourte car at appwoxisnaMely 1x30 noon time and we first
went to, the nearby Hogate Restaurant on Wilson Boulevard for lunch
before we got dawn to the business of the prospectusg.
2. During lunch one did not discuss the plani but I did take the op-
portunity to stress in a most serious wray the need for absolute secrecy
concerning ouzr discussions today and any tutu. discussions or devel-
opments which might take place in the future with'rospect to our relation-
ship. All agreed on Lbe needlb -tt ight security:
3. After lunch we drove to the Hotel Court and from approxim~ately
1330 w411l 1730. we discussed the prospectuas. Using Mr. Barnes, out-
