     1.  The proposal submitted in the reference is interesting and worth
serious consideration.  Several possible ideas have occurred to us on how
we can munt  this type of operation.  As yet, however, none of these has
been warked through saufficiently to prepare a definite plan of action.
Nevertheless, it appears to us that any eftrt  that would carry conviction
vold  have to be based on detailed knowledge of the proposed victia 's
habits, movements, and exposures to the public, providing a basis for tim-
Ing an attack and selecting a site from which an attempt could be made.  In
abat,  the one  Sa    at1on i% needed as would be required if an actual
assasition attempt were contempeted. It would be helpful if sketches
ad  aps  could be prepared to show routes of travel, time intervals, places
of vwnta si..tes  of police stations, routes of escape, location of safe
mites, prlmary mad alternate means of exfiltrating after the attempt, loca-
tins  of sites for eaching the weapon and for picking up travel documents.
Such maternals could.then be vorked into an operation attributable to the
Chinee  Camunists  by the introduction of suitable Chinese touches, and
wauld provide documentary support to the prim   tcie evidence of the funds
mut rifle.

     2.  We believe that without the authentication described above, the
combined rumor and evidence vill readily be detected as a provocation.
We therefoe  suggest that you draw together the information described above
and forward it to Headquarters to be processed for use in mounting this
operation.
