                  FPLG Memorandum dated 27 January 193-


     1.   In response to referenced request  an intensive
search of  the files and indices of the Direcetoirate of
Oprn idwas conducted on Gordon oval and Owen Silvious,
two individuIals who reportedly are involved in offohore
bankin  and.who claim CIA connections.   Following are the
results, (C)

     2.  Gordon Noval:

         A.  OG/EIB/NRS surfaced the following:

             (1)  201-0834822ion Gordon Dwane Novel, born-
        circa  1938 in the United States,  Novel is a
        self-described  electronics bugging expert.  He is
        involved  in New Orleans District Attorney James
        Garrison's probe of  President Kennedy's
        assassination, and in a libel suit n  ainst Playb
        and Jim Garrison based on an article  published in the
        October 1967 edition authored by Jim Garrison.  Novel
        has reportedly stated that his activities in andov
        around New Orleans in the early 1960's were on behalf
        of the CIA and, specifically  the raid on a munitions
        bunker in Houma, Loueisiana, had been carried out on
        behalf of CIA.  However, Novel refused to answer
        written interrogatries  concerning his alleed  work
        with CIA.  As a result, attorneys representing
        Playboy requested the Axgency furnish a cortificate of
        non-employment. On 2 May 1969,  CIA's Director of
        Personnel siened a notarized certifiat   which otated
