       1.  Headquarters has received an inqu ry from the Internal
  Security Divigion, Department. of Justice, oncerning alleged re-
  crutting acti _tles by certain individual  identified as repr-
  sentatives of an anti-Castro movemont in Iw  Orleans. The Depart-
  mout of Justice received the Information  Lrough  the FBI) from the
  l11th Intelligence Corps Group, U.S. Air Force, Now Orleans,
  Louisiana.

  . .  2.  Information in the Air Force I'toiligence report dated
  April 3, 1962, reflects that William A, Pennington of New Oricans,
  Louisiana, advised during interviews o0 31 March 1962 and 2 April
  196i that he had boon in contact with A Luis RAVEL (phonetic) at
  4651 Marigny Street, Now Orleans, concerning his possible recruit-
  ment..for military service against the present regime in Cuba.
  Pennington reportedly stated that he rot with RAVEL and two other
  individuals connected with tb anti-Castr- movemont on 25 March
  1963 and discussed with them hig allitary experience and capability
  L ;rform  air;craftrmanent  and dIemoitlon work.  According to
  Pennington, he was told by these reprenentatives of the Anti-Castro
  movement that.thoy could utiilze hi military skills anq that he
*.ould work at an undisclosed training area in Guatemala and that
upon  the successful llbcration of Cuba he would be given a Captaincy
in  the Cuban Army.  Pennington advised that those individuals, wbo
did  not mention the group or organization they represented, sobed
him  during the meeting an invoice from a government surplus crncern
located  in Philadelphia, Pennsylvania, vhich indicated the sale of
military  small arms valued at $10,090,  he further stated that be
was  told prior to his actually being employed by the group, author-
ization  would have to be obtained from Miami.  During .the meeting,
according  to Pennington, Ravel received a telephone call from Miami,
Florida,  from an individual whom Ravel identified as Presidente
Cardonas  (phonetic).
