          1030 to 1315 hours


     1.  Yarona arrived the evening of  , May and registered at the st. orits
06e  1, After several unune'seful efforts to reach him t.ere (because his plape
mse late), I finally got him -t about 2330 hours and..-heduled  P meeting with him
for the next norning.  I met him in the iobby of  the hotel, -ind we spent the bet-
ter part of the next three hours in a stroll around C. -ntral jark and at lunch.
For the  !irst hour or so Varona unloaded a number of thoughts on the current
political situation; most of these we are already  familiar with, but among the
points that he had to make  ure some which may be new and vhich  are covered below.

     2.  Varona was shocked over the  Senate Internal Security Subcomittesa
choiee of Col. UGALOB Carrillo to.testify before them.   VaronR describes this
person as an absolute war criminal who has no business appearing before any
official United States body.  Ne says that he niht   resign himself to the fact
that in our dermoratio, partimentary GYston of government  such things can happr :,
tbere is not the slightest possibility that the avrage iAtin American could ever
understand that this action does not represent the thinking  of the entire United
Btates Government.  When I tried to explain this  in terms of our traditional
seprnation of powers between the Legislative and  &xeoutive ranches,  the fact
that we are in an election year, and other extenuating eiroumetances, Varona.

this country than we apparently do.  The Legislative Branch goes  one direction
and the Executive Branch goes another and  therg appears to be little oordination
