               SUBJECT  Meetingn  with Miro Cardona and [I]on  5 and 6 April 1961



                    1.  n Wednesday,  5 April- 1961, Miro Cardona acccopanied by Mr.
               came to Washington for a meeting with Mesars. Berle, Bonaal, Schlesinger and
               Sc~sy.  [    and Droller were briefed by Miro Cardona on this meting  in
               the late   rnoon:Cf  that  ay iin the Shoruham Hotel aite.

                   2.  Xi=,  who came to the Drollr    ll]doeting accapanied by Carles
              Pind, was much depresseds  He said that Berlo and bin friends seemed to
              promote a Fidoliamb airidol   line; they are all the way to the loft
              Niire stated, adding that during the conversation Ray'sl namA vas mntined

              bear ubn  I asked Ray to join the council, Miro said, ?nov I am convinced
              that this in a very, very heavy cross in deed.  When Droller remarked that

              and that after all the postures of a future Cuban Govarnment would be a
              cmaelatly  Cubhn affair, Miro looked at Drollar with a twinkle in bis eye and
              said, Do cot worry, once I have my foot firamly cu the ground I knov precisely
              abat needs to be donej up until then I make a 180 deGree turn and I am
              more left than they are.  Piro then advised     and Droller that Mr.
              Berlo had ouggoated that he, 4iro, get together vith Mr. John Plant--
              Patiatest Sciantist at Harvard--for the purpoe of having the latter  aist
              him in drafting.the proclamation of the Revolutionary Concil.  Acceding
              to Miro he was rather luke warn to the proposal and sold ha would see if
              he needed the chap's services.

                   3.  Miro ndvined that another completely private meeting had been
              eche&abb  for him by Mr. Berlo on the afternom of 6 April.

                   4.  In the evening hours of.6 April [   and Droller met again with
              )iro fur the purpose of:

                       a.  Obtaining Miro'a report on the aforaeentioned meeting with
                  Mr. Berle,  and

                      b.  Briefing Miro on specific publicity lines Miro vas to take
                   during the forthcmAing weeks.
