                  SUDJECT:      Discuss ioan w is State Dopartment -
                                Officials on1 the losenko Case

                       1.  Mr. ielms and Mr. '-Jurphy' met with Ambassador
                 Th:mp 5oua, Mr. Thormas f lughcs, Mr. Richard DavTs and
                 Mr.  .To:s Guthrie at the Department to convey to-them
                 Uwa   c'llusions just .arrived at that Noseliko is not
                 a gcnuine  defector but more probably an agent planted
                 on us by. the KGB.  Mr. 12clms described the ba-sis for
                 our belief  and the icans of arrivin- at it.  Mr. Helms
                 noted that we  had discussed the  osenko case with the
                 Warren Commission  because they had received a report
                 from 'the 1I based  on the F1.['s interrogation of Nosenko
                 which portained  to the Osw;.1d casc. The report made a
                 -stron case for  the position that the Soviet Government
                 had nothing whatsoever to do with Oswald's assassination
                 of Prestadent Kenneody. Thle Commission was anxious to know
                 our reaction and we informed them we were not sure  of the
                 Wanl's bona fids And therefore could not underwrite  the
                 stateumuts he had made.

                      2.  Ambassador Thompson. rezdirked that lie had just
                 heard from Isaac Don Levine and 'chat the latter intended
                 to write a book on the Oswald case in which he hoped to
                 make the point that.0swald was mentally unbalanced and
                 was trying to break up the  ennedy-Khrushchev. relation-
                 ship.
