                        SOURCE: A former Cuban IS officer who served with the Cuban  Intelligence
                              Service until  April 1964.

                              The following report  is one of a series  containing personality
                              information provided  by the source and  includes supplemental
                              information from  the records of this Agency.

                              It is reqjeated that  the addressees  take no nction on any of  the
                              individuals mentioned  in the personality  reports without first
                              checking with this Agency.


                                   Source met Ramon SINOBAS  Casado about  September or October
                              1933 at the former headquarters  of the Departamento  de Liberacion
                              Nacional (National Liberation  Department -  LN) of the Direccion
                              Geaeral do Inteligencia  (General Directorate of  Intelligence - DGI)
                              when the Department was located  at Cal le 5a and 94, Mframar, Habana,
                              Cuba.  At the time source met  SINO3AS, SINOBAS was  assigned to
                              the Departamento Ilegal(Illegal  Department) of  the DGI.  Source
                              recalled that SINOBAS, at the  time of the meeting,  had recently
                              returned from a foreign assignment.   Soirce further recalled  that
                              it was approximately at this  time that Ramnon Cesar CUENCA left on
                              a trip to Poland.  SINOBAS and CUENCA  were very friendly.

                              1 . In a report dated 17 April 1962,  from a resident of Mexico  who
                                 has reported  reliable information  for about three years,  it was
                                 reported  that Ramon SINOBAS was  the First Secretary of the  Cuban
                                 Embassy in Mexico  City.,

                   5         2.  A fairly reliable  source in a report  dated 22 May 1962. said  that5
