        1.  AMMARSH/1 reported on 11- November 1966 that he had seen
   (Manuel INCIARTE Oquendo (201-783668))on 10 November 1966 anduCIMCARTE)
   hagsgaowed him a letter addressed to his mother (Gefugio INCIARTO)6
   from   &ie  SUAREZ)fn PBRUNEN dated 10%ctober  1966  MdUARE0 is the
   current wife of (hilton INCIARTE Oquendo (201-753063) and .shOuwrites
   frequehtly to her mother-in-law relating news about their family in a
   PBRUMEN.  Included in tha6letter wa   he brief statement that @iltoi
   had told her to have(Ref gioTJ tellC ;tiago'! he had received toae note
   from AMMHARSH/lf,?and tTat soon everything would be arranged, &filton
 o6JNCIARTZ)knows 6antiago')is  the pzseudcnym AIHARSH/1 has used in
a nezuelan PCWFAL~Ucontacts, and AMARSH/1 used this name in the
   letter to  filton INCIARTE~which AN!JUJU/1 asked him to write.)

        2.  In view of the above AMUG/l  was queried about the procedures
   followed by AMSTAFF with reference to walk-ins. AMMUG/l advised that
   instructions had been issued to all overseas re.presentatives to treat
   walk-in's courteously and to show interest in whatever they had to
 . offer.  All possible background and tersonal information was to be
   acquired by the overseas representative and this information was to be
   forwarded to AFQUAKE Headquarters for confirmation and analysis. All
   walk-ins were considered potential sources of information and all were
   considered to have possible future utilization. AMMUG/l claimed that
   information forwarded to AMSTAFF Headquarters was screened and sent
   to the desk officer for the specific area where the walk-in would
   probably work if recontacted. It was the resoonsibility of the desk
   officer to check all available information and xo'make a determination
