                          SUBJECT       S Meeting with Mr. kayliss amning and Mr. Boracio Hi Goday



                              1. Mr. Jacob Esterline and the undersigned ret with Mr. mamning and ht.
                          Godoy from 1500 to 1720 at the Eborehan hotel (oo0 365 F) on 14 September
                          1960. Mr. Manning ic a professor at Tale Law Schol.  .r. Goday, an Argen-
                          tinian citizen, is a student at the same school. According to Yr. Mannirg,
                          Mr. CGoay is devoting his life to the struggle against totalitarianism,
                          including Peroni4s and Co's:'1ss. At ale  he has set up the 'Inter Aneri-
                          can Legal Study Group to i--eres students in this fight.  r. Yanning

                          1920's) and with Mr. Godoy took a group of six or seven Aaerican law stu-
                          dents to the recent meeting in Havana of the International AcaLeoy of Law.
                          Mr. Manning has had numercus contacts with the Ajercy. He knvws Mr.
                          Bissell and Mr. Tracy karres and has met tr. Schafer, Colonel J. Z. King,
                          and a Mr. Marvin O'Connel (he was not sure of this last name). Eoth Lt. and
                          Mr. Godoy plan extensive travels in Latin Amrica ceginning next year. Mr.
                          Manning is concerned at the sunber of persons fron CIA vbo have cetriefed

                          clear that although he and )r. Godoy will gladly czoj:erate with the Agency
                          neither of them has any intention of becoming a CIAI agent.
