      Security Violation - Lost Classified Material - Found on Guard's Desk
      in R&5 Building -  PHILLIPS, David Atlee

      1.  On 22 Auust  1955 at 12:15 r. M., PBS Guard Norris reported that
he had found a brown envelope on the guard desk in I&S Building which someone
had inadvertently  left there. The face of the envelope bore the am   Dave
Phillips and the words  Hand Carr7. The envelop,  whing was sealo4
contained various completed personnel forms on wr                      an
applicant for Agency employment.  One of the -persoinnel forms wa classified
CONFIDENTIAL.

      2.  On 22 August 1955 Mr. Ralph X. Tobiassen, of this Brash,  iarestigated
the violation.  A check of Badge Office filex a!   4that  Devid Atlee Phillips
was assigned to DD/P/PP.  Accordingly, Miss                       Security
Officer, D?/P/PP, was informed of the matter and Mr. Phillips, Special Assistant
to the Chief, PP/ID/Analysis  and Assesaet   Branch, was interviewed.

      3.  Mr.  'billips advised that he was cautedian of the material. He
stated that upon leaving R&S Building at about 12:00 Soon on the date in
question, he ha  placed the envelope on the Guard's desk while signing the
Guard Register for a visitor and had forgotten to take-he  envelope with him.
He advised further that he had returned at about 12:15 P. X. to look for the
material and was informed that the Guard had turned It over to the Office of
'iecurity.

COWCLUZIO, s
      4.  The circumstancis in this case indicate that Mr. Ihillips is solely
responbiible for the security violation.

SCUlITY  HI=TR:
      5.  No previous security violations have been charged to Mr. Phillips.
