                   1.  On 16.April Mr. Winters digcussed.-the case of the lubJect
              with the. writer, in particular a Memorandum for the Record prepared
              by Hunt and a Routing ,51ip from Mr. annerman to Mr. Winters dated
              ,15 April suggesting.a letter to.the Assistant Deputy.mrector of
              Plans.  Hunt's Memorandu for the Record cle     refleted  his wife
              had procuredsa   material prepared by t    hhee              had
              turned this intelligence .over to her husbanu   na=, -  turn, brought
              it to W. Lloyd George, Chief, FI Staff; George .took the material to
              DP  for consideration.

                  .2.  The situation referred to above could-clearly lead to serious
              embarrassment to the Agency as it is apparent Mrs. Hunt is engging in
              intelligence collection in the United States - without any official
              sanction for such activity.

                   3.  The.vriter suggested to Mr. Winters that this entire situa-

              relative. o a  llm  a r Hunt seeking advice on whether or not his
              wife -should register under the foreign Agents Registration Act due
              to her translation work in her home for th

                   4. Both Mr.. Winters and-the writer were concerned.tbat trans-
             mission  of the letter through Tracy Barnes .to Tam Karamessines might
             really  stir -up all sorts of problems; it was not apparent how the
             Security Officer of IDIW, J. R. Murphy, had.obtaineda  copy of Hunt's
             Memorandm  for the Record -on a matter that had been handled on ex-
             -tremely high levels-in the IDP complex. It was decided that, before
             a  letter be prepared in accord with Mr. Bannerman's instructions,
             it might be .vell to touch base with Lloyd George for a reading
             on whether or not it was intended Mrs. Hunt-be -used operationally
             in her present employment position.
