Reference i made to the attached copy of an incming state Department telegrea dated 19 Decm 1963, in connecton vith the Harvey e OSAW Case (see Tab A). This telegra Canoerns a Hr. and Mrs. DJII RRS D Vho appear to have lived in Dlla, Tins, but on 2 June 1963 vent to Haiti and have not sine retuned to the United States. 2. Aocording to this telegram, the DEDERESCMl&S were interviewed at Port au Prince an 19 December 1963 at which time they stated that they left Dallas an 19 -prl11L963) for New York aw Philadelphaj and retuned to Dallas fOr two days near the end or May to make final arrangenant for their trip t iil but Oid not ct OSWAID on their May visit to Dallas. 3. The above referred to incoming telegram makes reftrence to prior messages of which I have not received copies and it is taosuable to determine what connection the OMwSILs have vith the owAID Case. The telegram refers to the fect that Mrs. DEND SCHEU believed she saw gun at apartment in Oaklaaf, a Dallas suburb. (The New Yark Times of 20 December 1963, in refiRg to the arrest of Russelt W. McMEYp of Dallas on charges of having threatened on 21 November 1963 that he vas going to kill Presidt Kennedy the next day, stated that MclARR lives in an apartment house in the Oskeliff section of Dallas, a sprawling area vbere OSWAID lived . (See paraaph* 3 of Tab A). It appears from informtion in the telegram tlt the DENEESCHIDTa vere Vall acquainted with the OSWAIDa. Mrs. DEDEESCKIID took Mrs. OSWAID in her car from fort Worth to Dallas for dental treatment a week or two after they first net oSm . 4. According to Mr. and Mrs. DEDERsCME, they wre interested in the OSWAIDs solely in helping them as unfortunate people, They named the following perser who might have additional information regarding the 0SWAIDs: Same BAILEN, ani i ataent banker in Dallas, to ham OSWAID applied for a Theoi-MEILER and his Russian wife.
