                MEMORANDUM FOR THE RECORD

                      1.. Messrs.  Ward Greene,  Office of Security, Kenneth
                Heinonen  CLI)GLOBE  Case Officer, and I arrived in Frankfurt,
                Germany,  aU1100  hours, 19 February  1969, and were met  by a

                involved his disengagement from the New York  law firm and
