              being forwarded to Headquartore in order to review past and present

              BACKGROUND

               conconing Haitian -Nile politico and the Haitian political situation;
               others did not havC immdiate accooo but appeared to have an entrqo

               permit the JHPALM aco Officer (Robert S. HUNKELER) to conclude that
               thoy C'quld be oup otod to move into areas of significant  importance
               at a  or dato.
                  40  n Auguo g 1963 the J14PALM Caso Officer received information ti
              Clement DBENOT  one-time Consul General to the Bahama Zolands, was in
              N accau and proparing an exile invasion force to topple DUVALIER.
