     1.  (Field Commnt: The following,   raport should be read
in conjunction with     8-314/01096-68 (ERIL4065) and
                  z21aS)4099), which reported that Fernando
Mo0  Fontanills, a Cuban  exile in Costa Rica, was servirng as
an Tntormediary  in negotiations between Ladwig Otarke Jimonez,
a Costa Rican right-wing  entremist, and Rolando Iaserror,  a
Cuban ealle  in the United Statoe who was involved in plotting
against the govornment  of President Bene Duvalier of Haiti.
The negotiations  dealt with a plan whereby Starke would pro-
vide a staging  area for an invasion of Haiti by Haitian and
Cuban exiles  under gaaferrerto loadorahip.  In return Mao-
ferror,  if succoaoful, would subsequently support a move by
Starke  against the Costa Rican Government.  Celo was reported
to be  planning a trip to Now York on 21 February 1968 to  talk
with Basterror  and the latter's representative in the negotia-
tions,  Father Diego Madrigal Alvarez.)


     2.  When Uolo returned  to fan Joe  on 2 March after
visiting New York City  and Miami, Florida, he vas detained
and searched by  security officials at the airport.  Among
Mlo's  possessions  the cocurity officials found a lettor,
signed by Holo, addressed  to Father Diego Madrigal, Bow York.
The letter was  dated 9 February 1968. .It vas typewritten on
letterhead  stationery of Rogelio R. Pinto Impreco.
