                         MEMORANUM  FOR:  Chief, WHD

                         SUBJECT          Material for possible Use in Discussion vith Mr. Puwley


                              1.  The following are excerpts from a memorardum of conversation between
                                          and Jack Gillespie, dated 16 December 1959:

                                 Francisco C. CAJIGAS told GILLESPIF on  15 Deceniber that William
                             PAWLEY  rse back in Washington; that Generalisaimo THUJILLO had told
                             him (CAJIGAS) that PAiWLFY had promised that he would have information
                             onthe  U. S. official position on the Cuban matter within three days;
                             that rin important person from th6 Dominican Republic would Ko to the
                             United States on 15 December to meet with PAWLSY on 15 to 16 December;
                             and that he (TRUJILLO) would bold the PEDRAZA forces until the United
                             States' position was known.  On 16 December GILLESPIE said that ho
                             had received a call from Emilio NLUNEZ Portuondo the hiight before and
                             IUNZ  said he had just seen PAWLEY, after the latter had dined with
                             Vice President NICON.  According to NUt2Z, PAWLEY claimed that- he
                             was toI met with the 1XI at C900 on 16 December.  NUNEZ also sald
                             that 'IUJILLO would not allow the revolutionary army to leave the
                             Docinican Republic without the approval of the United States Government.

                                 Conment:  NUEZ,  CAJIGAS, 'and GILLESPIE are known to dislike
                             and/!r   strust FAWLEY.  PAWLEY's -iecent break with NUNEz is well
                             known.  CAJIGAS says he fears and dislikes PAWLEY because of some
                             earlier transactions in Cuba in which both were involved; he fears
                             PAWLEY's support of TRUJILLO which might involve scme future commit-
                             ments; and considers PAWLEY a meddler who does more harm than good
                             to the Cuban cause.  GILLESPIE has expressed personal distrust of
                             PAWLEY andAsaid he had discussed PAWLEY with H. Graham Morison, former
                             Assistant Attorney General now a prominent Washington attorney; MORISON
                             spoke adversely of -PAWLEY, whom he characterized as a great opportunist.
                             GILLEPIE  considers CAJICAS a great gentleman and has urged that
                             someone in CIA talk to him. Bernard REICHRARDT  is also favorably
                             impressed by CAJIGAS and has described hir.las one of the most objective
                             and responsible Cubans he has talked to in Miami.

                             2. Recently the FBI reported (the DF  is being circulated and is not
                       readily available) that PAWLEY had been meeting with.several Cuban exiles at the-
                       yayflower Hotel and on leaving the meeting he told them he was going to meet
                       with Allen Dulles and Richard Nlixon. Comment:  This DBF.also said that
                       PAWLEY had been known to compare TRUJILLO with Abraham Lincoln.
