                 MEMORANDUM FOR THE RECORD

                 EUBJECT:   Rdations with Manolo RAY and the MRP



                     1. For background see my memorandum  of 14 M'ay !961, reorting on
                 ay long session with Manolo RAY, Rogelio CIFNEROS (Eugenio) and Ernesto
                 BETANCOURT. As will be   noted in that memorandum, Manolo promised to
                 come up wimt a prospectus withn approximately ten days' time, alter con-
                 sulting with his leaders in Cuba.

                     Z. On I June 1961 Mr. Barnes called me to say that Mr. Goodwin had
                 been visited by Mr. Ernesto BLTANCOURT  who asked for imiediate financial
                 support for certain activities of the WRP which would run around  . .*
                 dollars. Mr. Barnes asked me to contact BETANCOURT  for the puin ose of
                 ascertalnin what the finds were to be used for, exactly how much needed, etc.
                 I called BETANCOURT  and he told me that I soild get these details from
                 CISNEROS  (Eugenio), who was staying at room 59 at the Washington Hotel.
                 I called Eugeni and made a date for me and Ray Du -0 (Ry Adams is the
                 name he uses with Ray and Clsneros) to call upon him. We called on CIJNEROS
                 at approximately 18 i7hore 1 June, and he-inforimed. us that he had urge=
                 need for pesos for use in support of his sabotage and underground attivitie
                 in Cuba. ie said his people were absolutely without funds, needed money for
                 living exestasorainpr              se Of wabotageeuimntai fares for
                 couriers, and for assistingi people to get ot of prison. He said that it was
                 now possible for people to buy their way out of prison by bribing one of the
                 many , comnmunist lawyers and judges. He thought that 4u. 000 or Sir, Ij00
                 would meet immediate needs and that some sort of arrangerneat should be made
                 to receive funds - 3I0, L-00 monthly or thereabouts  on a fixed and permanent
             4   basis.

                     3. We  made no commitment to Eugeno. other than to say that we would
                 pass his plea along to the interested people. I reminded him that we had asked
                 him and Manole to prepare a plan for consideration and that we were still
                 waiting for that pan. 1 said I personally doubted that anyhing could be done
                 until the plan as received from RAY. ie said Mhanolo was planning to. come to
                 Washington on the afternoon of . June with the plan, but that he hiniseil was
                 having to return to Miami immediately and it was vital he be able to take the
                 money with him, arrange in Miami for purchase of the peso. (at rate of ad I
