     1.  The attachment was passed to us by SMACT/l. SMADET prefers
to make theIr inquiry tarough us in order to hold dawn the possibility
of a news leak regarding Willian Uartin's potential trip to -WADD.
The last thing the SMADDs want is for this item to hit the papers.
SUACT/1 says the foreiza minister would prefer that no visit take
place.  Until the latter learns more definitively from LUHARP authori-
ties whether or not Kartin would be subject to extradition he will
reply to questions - should the pr-oposed visit be leaxed - that he
has no iniofration,  Weanwhile he would appreciate receiving LNRARP
opinion as to Martin's current status in law.

     2.  Please advise.
