          SUBECT        I Willis  A. MARTIN


               1. On  15 January 1988 this Aieacy received the
          followin  information from or  iaison contact in the


                    a.  The Canaduia Press Correspondent in Moscow,
          William DUCKLET, approached our Lubassy informally in the
          Miodle of ioceaber on behalf of illiam MARTIN, the
          ex-employee of NSA who defected to the Soviet Union in 1960.

                    b.  Accorainl to BUCELET, MARTIN wishes to see-his
          parents for cospassionate reasons and wants to Know ig he
          would be adaitted to Canada without fear of extradition to
          the United 6tatee if he were to arrane a reniez-vous with'
          his parents to Vancouver. We do not r:aow whether MARTIN
          still has a United States passport or whether he has bece
          a Soviet citizen.  In any eveat MARTIN considers himself
          andateasible to the United States.

                    c.  IUCLAT met MARTIN at the apartment of
          Board  RAUSCH, the Moscow correspondent for M<Gra%-lill
          Publications.  In addition MARTIN later telephoaed BUCKLEY
          to indicate his interest to  ainding out whether or not be
          could come to Canada.  UCKLEY assumes, quite rightly I
          would think, that the mannfer is thica MARTIN bas made him
          request indicates that his Russian hosts are aware of his
          interest in getting out of the Soviet Union to see his parents,

          takd. We have informed our Embassy that it should
          take no aetion to encourage BUCKLEY or MARTIN to believe that
          a visa would be grated  if MARTIN were to make formal
          application.  Since, however, MARTIN's Interest In comng to
          Canada is already In a newspaperman's hands, we cannot rule
          out the possibility that BUCKLEY might write about MARTI's
          interest.  Such a story vould probably lead to the need for
          an expression of the Canadian Governmentes attitue.  In
          making recomenodations on the kind of response that might be
          made i  the event that a question is put to my Minister, it
