     1.  Reference is made to conversations between Mr.
Victor Wallen of this Agency and Mr.  William Cregar of the
Bureau concerning bubject.  The substance of this report
has been discussed with Mr. Cregar.

     2.  This Agency received a  letter dated 4 July 1962, on
stationery of the Fair  Play for Cubs Committee, 799 Broadway,
New York 3, X. Y., signed  A Friend.  In the letter the
writer indicated he  could be of assistance to this Agency;
suggested Montreal,  Canada, as a discreet location for a
meeting if this Agency were  interested in discussing the
possibilities of coperation;   asked that this Agency arrange
for his transportation  and expenses while in Montreal; and
requested that  he be personally contacted by phone at the
Cmittes address or at his bome. The Coamittee stationery
letterhead  contained two names, Robert TABER, Executive
Becretary, and  Richard GIBSON, Acting Executive Secretary.
Pros the  letter there was no way to determine whether TABER,
018803, or  scme other person wrote the letter.  This Agency
took no action  on this letter.

     3.  Mr.  fallen made available a copy of the above letter
to  Mr. Cregar ea 16 July 1962.

      4.  On 19 July 1962, Philip K. Reins, Department of
Agriculture,  Code 111, Extention 8860, requested an inter-
view  with a representative of this Agency.  Reiss, a former
employee  of this Agency, was subsequently interviewed on 20
July  1962, at which time he produced a personal letter,
dated  18 July 1962, from Richard GIBSON, Fair Play for Cuba
Comitto, to Thorton liagert,   214 E. Columbia, Falls Church,
