       1. On AS January 1965 WN/A received an SW message ftw
a resident asset who on behalf of two alleged members of an on-isl
faction of Alpha-66 was passing a plea for assistance to Subject.
Since Subject had for some years been a registered ACSI contact.
WH/SA  represenaative met with Captain Ted Carr, ACSIL on ZS Ja
to discuss the operational lmplications of the SW message.

       .  The meeting resulted in a aumber of laterestiag dieclosures,
the mot Importat of which are cited below:

             a) ACSI believed Subject to be la Cuba. taoug Captai
       Carr declared that he d14 act how when or how Subject WaI-
       trated the island; where he was, how many men had accom-
       pealed him or what equipment or arms Subject had taken with
       him.

             b) ACSI has. a the past, had direct staff officer contact
      with Subject b has never given him uigza~LRAn financial
      assistance, or military or maritime materiel.

             c) The activity moder which Subject operated had been
       coordinated (F/DC/15-63, 18 July 1963) and called basically
       for the latiltration of Rafael HUGUET del Vale (SD 11070). to
       make a contact with Second National reat of the Eacambray
       (SNFK) elements inside. Subject has long been the keyman in
       SMTL   The misaioa: To locate, obtain and e*xltrate Treasure
       Heat items (military hardware). According to ACSIa plan.
       Subject was to serve as general coordinator for the activities.
       (Note: A plan generally similar to this was eubmitted to and
       presmaably approved by the Special Group, date uano)
