                       1.  The attached memorandum describs  the techninues
                used and t-e results obtained in the first rha.e of te
                present i-terrovatinn of           ViOSEy:o. The rost significant

                Tubjeict's reactions to the polveraph indicate that he
                rever ieart of ;SPLD   atil after President Kennedy's
                assassination in  'oveber 1963,   .at he was not an active
                rarticirant in the case as clhired and that his whole
                story on CS'ALD was nrenared by tie  GI and given to uq
                at their dircction.

                       2.  Other areas of 5tronr reaction refer to Subject's
                suspected contact with ti-e Kr- -4ile in Gleneva in 162 and
                964  and to Abidian and the rush:ip Street drop (key factor
                in the ?FP.KVSKIY corprorise).  Subject became very unset
                at Questioning on this subject  and refused to discuss his
                own alleged involverent in te  case.  v-e also touched upon
                'OCSENKO's pareaital *ackground, periods of ir-nrisonrent and
                hoosexuality.   His reactions here all pointed to clear-
                cut contradictions in the story he has told us.

                       3.  There still  rem-ain several areas of interest and
                imortance  to be covered with the techniques used to date.
                We expect to com-plete this line of questioning by 28 October.

                       4.  This first phase has enabled us to confirm our
                analyses of key asrects of this case.  $ere irnortant is
                the fact that NO':FFO k:no,:s he is reacting in sensitive
                areas and this is worrvirF  iin because he is not sure h-w
                much we know or how we  learned it. NOSEiKO's reactions
                have given us hope that we  rev by this rrocedure have lbegtm
                to strike home.  We do not  know what it is that keens this
                man sitting month after month  in his present situation.
                Wo speculate that one  factor ray be confidence that the
                KCB will get hir out.  Related  to this ray be the thoucht
                that the ?:GB has CIA so deeply nenetrated that it would be
                unhealthy for hin to  confess. O)ur current line of interro-
                gation, expanded  and used even rore forcefully, riglt
