       According to 1!OSENKO, the cventh Departrent vas reorgan-
    ized in June 1959, and N;OSEl:O's section, which theretofore
    had been concerned with operaticns against foreign tourists
    from all countries, was split into t%:o new sections, one
    concerned with tourists fron t e United States and the
    Dritish Comcnwealth and the other :ith tourists from Europe,
    Latin America, and all other co.untries. NOSElitO claimed
    that at that time he was promoted to the position of Deputy
    Chief of the American-British Cor-onwealth Section, the
    most important section of the Seventh Department.

     agents among the increasing flow of tourists visiting the
     Soviet Union. In line with that counterintelligence mission,
