SouRCEI A former Cuban IS officer who served  with the Cuban  Intelligence
      Service  until April  1964.

      The  following report  is one of a  series containing  personality
      information  provided  by the source  and includes supplemental
      information  from the  records of  this Agency.

      It  is requested that  the addressees  take no action  on any of the
      individuals  mentioned  in the personality  reports without  first
      checking  with this Agency.


           1.   Norberto HERNANDEZ  Curbelo,  pseudonyms Bucareli  and
      Noel,  is the officer  in charge of  the Guatemalan Desk  in the
      Departamento  de Liberacion  National  (National Liberation
      Department  - LN) in the  Direccion General  de Inteligencia  (General
      Directorate  of Intelligence  - DGI).

           2.   Source first met  HERNANDEZ  in 1959 when they were
      introduced  by Ramon VAZQUEZ  Montenegro.   In mid-1959, HERNANDEZ
      stared working  for the Cuban  G-2 under  the command of VAZQUEZ
      and Eduardo  DELGADO..  When  DELGADD was  replaced as Chief  of the
      Check Up and  Vigilance Bureau  in 1960, HERNANDEZ  was also
      discharged  from the G-2.


      3.  In late  1960 or early 1961,  IIERNANDEZ started working for
the Cuban  Electric  Company as a simple  laborer for  street -work along
with  another former  G-2 member,  Pelencho.  In 1960  or 1961,
there  was a public demonstration   by the cmployees of  the Cuban
Electric  Company who  were dismissed  becacse they were  suspected
as counter-revolutionaries;   HERNANDEZ  attacked the demonstrators
by hitting  them with  guns and arresting  some of them.   In front of
the Electric  Company  was a Communist  Party site and HERNANDEZ
visited  these offices  frequently and  wis usually seen  in the
company  of new and old  Communists.
