      2.   During  the course of covers   on,            told    that
  within  the last two-three months, F    bU/Wester, e the  eoyd e
  who defected in Moscow, had written several letters to his father
  in the US stating that he wanted to come homne. His father got in
  . touch with Rand, who told him to inform his aon to go to the US Embassy.
  The son roplied that he was not able to.

       3.  Seing the impetuous type,/Rand then decided that he would
  get toithe botton of the matter, so he reached for the telephone and,
  posaibty to the surprise ofzall hands, was able to reach Webster,
  who is currently in Leningrad. Webster did not go into detail but
  said that- he would be- interested in coming back to the US5.    )

      4.  At the time of-Rand's closing out of h a operations inMoscow,
 he  left his car in that city. Imediately  fo  owing his telephon;
 conversation with Webster, Rand told hie  i   that he was going to
 asks his last trip to the USSR and would  ring back his car.  Accome
 po.ying him on the trip will be Dan Moore  forerly  of OSS, and
 In-law of Drew Pea rseow Moore is a resident of Cleveland and at
 one tims was eaffilidewd with the Middle East Comany. He was never
 contacted by Ite because of his erratic *nature, and because of his
 meritel-connactions. M~ort  is a flamboyant type who is willing to
 try anything once or twice. The Middle East Company branch office
 In rkey ea    referred-to as a US intelligence oecration by the Soviets
 sevoral years ago, .so they undoubtedly have a dossier. on Moore.
 Also accompanying Rand to Moscow will be our old friend George Bookbtidr.

     I.  It was I            firm conviction that Rand has some idea
in Ot  back of his head whe     he will attempt to  smuggle Webster
out of the USSR, during the course of bringing his car 2ut of the area.
