                       MEORANDux  FC  RECORD:

                       SUBJECT:  AKMAS/1  Trio to.Washington D.C., 21, 22, 23 March 1961.



                       Reservations were made at the Carrilen House, 2100 Wisconsin Ave., FE 7L2OO,
                       for a furnished efficiency -($9.50 per day single) for Subject beginning early
                       Tuesday morning.  $100 was wired to 5-bJ on 20 March for travel and expenses -
                       she was down to pennies. (The money was sent Will Call to Western Union
                       647 Madison Ave.

                       Subj was contacted Tuesday AM in Rm 5l,  and given a long list of suggestions
                       for the JMOGDF. Operation, with a req':est to give us detailed sketches of as
                       many as she could.  She was provided with a portable typewriter and supplies.

                       Subj had brought along adlitional data on AREVALO an! CGEUJJD,  as well as other
                       items on her trib to Caracas.  She also ha444apes of her interviews with students.
                       'his material was subsequently shown to Mr.       EfdH/1 Chief, who had evidenced
                       an interest in AREVALO.  The material was also showi to Chief, WH/CA, Paul CBERST,


                       Subject was also provided with copies of Bohemia, Revolucion, Avance, Bohemia Libre
                       and E& Mundo.  Subj is quite emphatic on th    r Tone  to our cause by tEeaTverse
                       Dropaganda put out by our dountry.   -Se has maintained for some months, that in
                       part CASTRO's march into the Communist camp was encouraged .y Our general propaganda
                       campaign.  Her contention is th ththe Cubans already know there are open sewers
                       and garbage in the back yard, and that our constant dunning of this fact into the
                       ears and eyes of the Cubans is simply rubbing salt into wounds.  It is destructive
                       rather than constructive propaLAnda.

                       By way of illustration, she laid out side by side Revolucion, Bohemia, an- Bohemia
                       Libre.  Even without studying the ecntext -of the articles, t-e visual exapIles
                       were obvious.  One of her points:  that even illiterates would get a message from
                       the human interest photography of ?erclucion and Bohemia, while Bohemia Lobre
                       used primarily mug shots.  (Judging by the exampies she snowea me,, $ne na a
                       point.)

                       Subj has been asked by William S. BASS,   Law Prof at Harvard, to work with him
                       aand Horacio a)DOY, Argentine law sturent at Yale, on one of several profects he
                       is undertakirg in connection with the L.A.States.  These include a proposled
                       tax reform plan for certain L.A.States.  She will get further details finr. BARNES
                       when she visits Cambridge on Friday, 2.4 March. BARNES also asked her if she would
                       like to work on one of his projects in Washington, D.C. for OAS - she is being
                       discouraged from accepting this pbsition.

                       Subj was advised that since she had been unable to return to Cuba, the conditions
                       of her proposed contract were invalid.  She was informed, however, that we were
                       attempting to.arrive at a fair arrangement for paying her - that in the interim
                       we would pay all expenses involved in her travel and activities performed at our
                       direction - in addition we give her occasional spot ayents  for information
                       received.  A monthly retainer was discussed with                approximately
                       'K0.00 a month - since she has no constant sourceorYf-ncome. Rowever, since she
                       vill he on a salary with BARNES, it would appear advisable to hold this anount
                       against her future needs.
