       1. .Following the receipt of an affirmativo'ep  it regards to  P.
  Tichborn, I talked on 16 Lovember with Uesar.        Obeaat, and
  Landreth cf jxH Division and we decided that I should Aet in touiTit
  Tichborn and try to arrange for him to go to Cuba az soon as possible.
  The sae day I contacted Tichborn by phone and arranged for a- meeting in
  Los z)geles on 13 Lovember.

      .   As scheduled, I not with Pr. Tichborn at the leabassador Hotel
 in Los angeles on 13 November,  We reviswed the situation in Ciba in some
 detail and I asked hia. if he would be available to ake a ,TDXr   to Cuba
 to investigate possibilijties of our coalescence of thonoli   u  ai     sition
 to Fidel Ca   o into a - plitical organiation. Tichboi-n.sta   tt,     was
 neet desirousorgoinghoweter, he said that the question cam
 particular'ly drifortuinate time as he had just been refain lith e a-Viican
 Government to bring a civil suit against those contractors in th U$:2  who
 sub-contract mAigratory VAixican workers. It would appear that according to
 the agroements reach:ed between the contractors and the .labor forces, the
 contractors are allowed to deduct the cost of subsistance-on,.a maxiina of
 1.75  per dayj from the leages paid the laborers. ivlthough inmost instanceas
 subsistance costs. considerably less than U1.75 a day- contiactors a 'eln
 wdtdhzolding the maximum amount. The Ioxican Government on behalf   the
 laborers are planning to bring suit ag:inst the contractors for -the difference
 between actual subsistance costs and the amount withheld,- Tiehborn stated
 tha% of course  his would' be a lengthy affair, however, -he.felt at- tu to
 three, weeks 411 be anple time for him to draw together an' i.nitial o Sal
 as to how.the
            stAhich  tim  he. thought he would be free to make a trip
 to Cuba fo# us. I also had Tichborn sign a standard consultants; contract,
 and gave him the cover con.- sy to which he should address his vert: b16.
 I 'pointed out to hbi ht  bwhed he was actually sent outside the coiutifon
 TZY, we wiould have to tieptiate and amend the contract which would halsfor
 paMnt  for his expenses plus a fee for his services. I asked hiefti think
 about what he iibOld haiive to charge for his' services,-at the same tim  I
 Lpointed out our pay 'aquite low but. that -I thinght'   I       -ould ge t
 something in-the neighborhood ef of$1500 for a month' work, a re'idin him
that this sub   presentd  $18,O0  per year- which was the top salary' cr a!
government cfficial.  Tichborn said that he appreciated the difficulties,
inherent in this tpe  of thing and that he would need sode time to think ov6er
what he would have to charge without subjecting himself to 'an undue financial
hardship.


     3.  I was much impressed with Tichborn's immdiate grasp of the -  ,
difficulties involved and the typo of operation I proposed for him to
undertake.  He inediately cae  forth with one idea which struck ro as quite
