(Field Cont: The follovi rt should be read in conjunction wih T -314/01096-68 4065) and L1!099), which reported that Fernando Meo Fontanills, a Cuban exile in Costa Rica, was serving as an Tntormediary in negotiations between Ladwig Otarke Jimonez, a Costa Rican right-wing entremist, and Bolando Maserror, a Cuban ealle in the United Statoe who was involved in plotting against the govornment of President Bene Duvalier of Haiti. The negotiations dealt with a plan whereby Starke would pro- vide a staging area for an invasion of Haiti by Haitian and Cuban exiles under gaaferrerto loadorahip. In return Mas- ferror, if auccosoful, would subsequently support a move by Starke against the Costa Rican Government. Celo was reported to be planning a trip to Now York on 21 February 1968 to talk with Basterror and the latter's representative in the negotia- tions, Father Diego Madrigal Alvarez.) 2.
