SUBJ      iighlights of Tape-Reborded Conversation in Mani Between
          Mr Willia  D. Psale  and an Unidentified Cuban 4uring
          Period 1748 Cotobe

listened to the pla-back of a tape, brought to Vashington from Man
and given to Colonel King by Mfr, Paulqr on 19 October, which was a
recording of Mr. Pawley's convereatios with two Cubans during the
period 17-1  Cotober, The first conversation vas with an unidentified
Cuban, believed -to.be a. isembr of a swu of vealtby anti-4ASM Cubans,
members of which have t4ked to Mr. Pauley  ooently about their
plans for sabotage ot the coming sagar harvest as repeted in UWA-32
dated 2 October.  The second Cuban was AmPACAi, a Cuban jornalist
of operational interest to Station Habeas1 and a sepaate memorandum
is saltted   on that conversatien.

      .  The uaidentified Cuban, who had somwhat of an accent and
spoke indistinatly, vae .dtficut to understand. He mentioned a
mosting  with. some. at our people who cam lp from Cuba to disonsS
plans   He said his group had been contacted by a rersentative of
Oeneral Jose Slestorio PDRAA   leader of Cuban revolutionary grleap
in the Dondnican Republic, who wanted to know what action their grup
had taken and was .told that they had a plan 'to start sabotage. The
Cuban said the PDRAZA representative said their group (the PAZA
group) bad four provinces organised in Cuba, mentioning Canaguey and
Santa Clara, and that they had two provinces yet to be organised -
Habana and )atansas,             __.___

     3,  The Cuban said his group needed two things  mral  backing
and money  he pointed. out that Cubans in Cuba are afraid to start an
underground movement, and there was no way to raise funds, etc. Mr.
Pavley gave him no ancouragment on the money angles saying that even
if there were Americans willing to ruo the risk of becoming involved
in Puban revolutionary activities by furnishing money for euch a
movement, which he doubted, he felt that at the present time it would
be like putting monq  don. a rathele for the folladmg reasonss
(1) there is no unity among the anti-CASE  groups, and there are at -
least 10 that he knows a who are working absolutely independently of
one anotheir; and (2) CASE is in control of the country and has the
support of a large number of Cabans, especialy the under-pftvileged.
Mr. Paslsy said .he felt the Cuban economic situation was worsening .
fast and that it it gets bad enough, a.large nmber- of Cubans will
tp   on CASTMI  but until that tim comes it-would be dangerous to
try. to organise a rlutionary  movement,
