                   SUMMARY of Relevant Information an Lee Harvey OSWAID at 0700 on

                   24 November 1963.



                       1.  Our first inforntion  on CSWALD cam fran a technical

                   operation in Mexico City and vas cabled in an 9 October 1963. It

                   revealed that an 1 October 1963 Lee OWAID bad been in touch there

                   with Soviet Oonsul Valery KOBTlKOV about a telegram which the

                   Soviet Embassy was supposed to send 9a him to the Soviet Emassy In

                   Washington. The data shaved that OSWALD had also been at the Soviet

                   Embassy on 28 September. Traces showed OSWAl vas a farmr  U. S.

                   defector to the USSR and on 10 October CIA Headquarters notified the

                   FBI, State and the Navy (08AD bad been a Marine)    Or Mexico Station


                   of the FBI, the lmigration and Naturalisation Service and the Embassy.

                   Since ou Agency is not supposed to investigate U. s. ctisens abroad

                   without special regaest, we did nothing further on the ce.

                       2.  After the assassination of President Kenney on 2R November

                  and cabled us about it, bean researching all its files ad  records for

                  reports which might relate to him. It tumed  up pictures of a man

                  believed to be OSWATD entering the Soviet' and Cuban Embassies on

                  various days in October, including 1 October, but when same of these

                  pictures were sent to the FBI in Dllas they proved to be sameone other
