was with the Soviet Legation in Havana Cuba commissioned one Paul
Sigwned LULACS, an artist,(aid reported by source of info. asaUeged to
ba a-Cojuraist uho has frequeubly been in contact idth the So-iet Letation* )
and some other intellectuals to write reports on the life, habits, psychology
of the upper Classes of Cuba reportedly because of the fact that Moscow is
seemingly dissatisfied with the slow progress of the Comimist Party in Latin
America.

Sgbj told Army Attache, Finland that he had spent several years in
as.a1ngton and was acquainted with Yr. Wells, 1st Secty of AmLeg,
Helkinsi.  Wells reported that he had not seen subj since Mr 53
and was of the opinion that he must have be!en recalled to Moscow
as a result of an article printed in he Reporter inshich is ws
stated that subj had asked an Aerican exchange professor to spy on
Mx  members of the   AaLeg.  Army Attache reported that a phone
call to subjts Helsinki residence on 23 Nov 53 produced the info that
subj and wite had gone to Moscow. However, a source evaluated P06
stated on 23 Nov 53 that he had seen subj drivin a car on Zsplanandi
et., Helsinki, about a week prior thereto.     .L
