     on 7/2/61,  M  T-l. informed that about 75 Cubans  gathered
     at Davie Airport,  Davie, -F18., where newsmofl wer~e waiting.
     Two airpl.anes were rented  fromn Howe Aviation, Tamiami
     Airport, Miami'.  Planes  ere  fltown to Davie Airport where
     a group was  to ma~ke parachute JUO. rSubject  wa s in
     attendance  with 3 or 4 of  hi6 toen froin his orgiln.itiofl
     known as  inte rna-t lnai. Anr1-,Co~nunisBt Brigade. Net ther
     subject nor  his men participated  in parachute  jumps, but
     were  interviewed by press  representatives.  Miami  Heral.d
     articlo  7/3/61 said Iflterflatiofl Brigade had  billed
     excercise as a mftss drop by Bmoe 70 parachutists  of one
     of  its member groups,  the Intercontinental  Panetratiol
     Forces  (INTERPEN).  During  press interview,  st~bject.claimeld
     that his  organization had  5,000 meuibers of which 700 were  in
     active  training to colabavt Cam~nni8m. source  said new!3pape~
     articl - had. greatly exag~gersted truth and that subject
     had  no more than  10 individualsB in his organizationl at
     tha-t tim~e and INTERPEN had a maximum of  20 members.
     on  7/1.7/61 Department of Jutce,   Washington,  D. C.,
     directed  letter to  FJ31 stating it was opinion of
     Internal  Security Division  there is suff±icent  indication
     of  possible violations  of Title 18, USC,  Sectioni 960 to
     warrant  investigation.   on 8/9/61, 104 T-I. reported
     subject  had returned  f om Washingtonl, D. C., several days
