           1.  Following are the Station's coments   on Reference A as
      requested in Reference B.   ie have broken our coamnts  down by
      country.  The contacts did not al)l occur in 1966 but over a period
      of several years as noted below.  However, we  wish to point out that
      contacts betwen  the Sovielb in Mexico and representatives of Latin
      Aaerican communist parties is a continuous  process year in and year
      out.  Thus we have known for years that Judith  FERELTO (Costa Rica),
      Pierre and Suzy CUARLES  (aiti), and Alvaro CANALLS  (Honduras)
      have been in contact with tho Soviets on CP  matters.  Similarly
      there is no doubt but that E-rnesto CAPUAND del Vecchio has
   -  replaced Victor   nnuel GUTIERHES as the link between the Soviets
      and the CP in.Guatemala.  We just.haven't  caught hia in the act
   -  yet.  Likewise, the Station believes  that Alejandro Dermudez Alegria,
      a Nicaraguan resident in  exies,  is the current official Nicaraguan
      Communist Party (PEN) contact with the  Soviets.

      *    2.  Panama - in March 1958 ITAB  net .Boris A. KAZANTSEV at the
      Soviet Embasey.  On 4 November  1958 he again not KAZANTSEV at a
      safe house in Mexico.  This meeting w as arranged by Victor Man el
      GTIERRE=  who hinself had an  interview with KAZANTSEV at the safe
      house.  (Source:- UZPA-9219, 4 December 1958).  On 26 August, 2
      'Eoptcber and 6 Sept-aber 1963 HYAB met  with 01ag U. NECHIFORBEMO
      (known KGB) both in  the Soviet Embassy and outside.  On G September
      1963 NEUIPORhtNKD gave RYAB $3,572.   (Source: HZPA-13728, 27
