           1.  OPERATIONAL ACTIVITY

               As mentioned in the previous month's progress report,
     in  late October AMICE-27 and AMTRUNK-14 made their decision that
     they  could not continue in the AMTRUNK operation under the guide-
     lines  followed up to the present, i.e. that all recruiting and
     planning  for the fulfillment of the  LRAPRON objectives of the
     AMTRUNK  operation within PBRUMEN would remain on a person-to-person
     or agent-to-agent  basis and could not at this time be conducted
     under  the aegis of the political organization as conceived by
     AMICE-27.   Efforts to winnow AMICE-27 away from the clandestine
     mechanism  of the AUTRUNK operation culminated on 19 Novemberwhen
     Andrew  K. REUTEMAN and Irving N. PEGGINS held a discussion with
     AMICE-27  in which AMICE-27 agreed to participate in and confine
     his activities  to the radio program which had begun transmission
     to PBRUMEN  on2   oC--      FT       U    -r. 0  Mauomber, AMICE-27
                   -.a-LUeon  C. FLUTO,  IKUCAGE case Off icer, who will be
     10ff solo JMWAVE representative in contact with AMICEe27.

              At a meeting between  Reuben A. IANNULA and AMICE-14 on
       1November.,MCE1 declared that he was pleased that the Issue
     between AMICE-27 and KUBARK had  been settled in this manner.  As
     had been discussed previously between PEGGINS  and AMICE-4,  with
     AMICC-27 reassigned to the overt radio program, AMICE-14  would
     assume tho leadership of the clandestine action side  of the opera-
     tion.

              While the future status of ANICE-27 remained in limbo,  it
    had  been impossible to do any concrete planning for subsequent  in-
    filtration.   With this matter settled, AMICE-14 and JMWAYE repre-
    sentatives  began planning for a December infiltration.  On the De-
    cember  Operation, AMICE.14 would attempt to shore up the system of
