                         Raul Roa Noiri was recently recalled to Habana as a result of  a denunci~tion
                         by thiZ-2 representative ini the Cuban Embassy in~ Frague.1 Roa roiuri was
                         denounced for not being a good Communist, for belig bourgeois, and for bein
                         tyrannical to subordinatos.  He was ' accOzmpanied to Habana by hi., a.ouser.2
                         Raa Kouri had a long official conversation ith  Fresident O~valdo Dortios,
                         from wihich he emerged unscath~ed. HLis alccuser, how~ever, vua~ to remain in
                *       iHabana in relative disgrace.3

                           ag;:nst him or his family.  He. was able to clear himself largely because
                           he was able to demonstrate  that the charges against him were fa1-qa and
                           that his accuser was Incomipetent, about wh~ich he had previcusly ocmplalned.
                           Six mceiths ago, wahen the political climate was different, Roa Kouri
                           prebably would not have been cleared of the charges'against him.
