This paper was written by Jeffrey Clark, a consultant to the U.S. Committee for Refugees. Clark
served as director of Project Africa at the Carter Presidential Center (1989-90) and as the senior
professional staff member for international issues at the House Select Committee on Hunger
(1984-89). Previously he was on staff at AID's Office of U.S. Foreign Disaster Assistance. He has
been involved in various international relief efforts in different capacities since 1977.
