              RESTRICTION OF IMMIGRATION


FEBRUARY 9, 1924.-Committed to the Committee of the Whole House on the
              state of the Union and ordered to be printed.


Mr. JOHNSON of Washington, from the Committee on Immigration and
              Naturalization, submitted the following

                        REPORT.
                     [To accompany H. R. 6540.1

  The Committee on Immigration and Naturalization of the House
of Representatives, to which was referred H. R. 6540, A bill to
limit the immigration of aliens into the United States, and for other
purposes, herewith reports the same to the House with amendments,
and with the recommendation that as amended the bill do pass.
  The amendments are as follows:
  Page 2, line 17, strike out the word six and insert in lieu thereof
the word two.
  Page 2, line 18, insert a new sentence as follows: In the case of
an immigrant arriving in the United States by water, or arriving by
water in foreign contiguous territory on a continuous voyage to the
United States, if the vessel, before the expiration of the validity of
his certificate, departed from the last port outside the United States
and outside foreign contiguous territory, and if the immigrant pro-
ceeds on a continuous voyage to the United States, then, regardless
of the time of his arrival in the United States, the validity of his
certificate shall not be considered to have expired.
  Page 10, line 1, strike out the word resident and insert in lieu
thereof the word citizen.
  Page 13, line 23, strike out the words each of the first ten calendar
months and insert in lieu thereof the words any calendar month.
  Page 14, line 1, strike out the figures 600 and insert in lieu thereof
the figures 300.
  Pare 14, line 1, strike out the words each of the first ten calendar
months and insert in lieu thereof the words any calendar niontti.
  Page 14, line 3, after the word but insert the words the total
number to be issued during the fiscal year.
