Stephen golub traveled to Thailand in 1983 to conduct reseach on
Cambodians in that country, while a student at Harvard Law School, and again
in 1985, after graduation. In 1985, he taught an international relations
course on Issues in Domestic and Global Refugee Policy,' at Tufts University,
and reviewed a treatise on the the application of international law to refugee
situations, for the United Nations Annual Review of Population Law. Mr. Golub
currently is Program Officer for Law and Government at The Asia Foundation.
The research, views and conclusions presented here are offered purely in his
private capacity, and are not intended to represent those of the Asia
Foundation.
In preparing this report, Mr. Golub drew on research conducted during his
trips to Thailand, including interviews with several dozen Cambodians in
Thailand's Khao I Dang Holding Center and in camps along the Thai/Cambodian
border. He consulted more than twenty knowledgeable sources--either through
interviews or through documents they prepared--regarding the composition of
the Cambodian pupulation which the United States has rejected for resettlement
as not being refugees and the process by which they have been denied that
status by U.S. authorities. Those sources include scholars, former United
Nations High Commissioner for Refugees officers, relief officials,
journalists, and other individuals familiar with the situation. Some cannot
be identified, due to their current positions.
